Management Analyst, HOPWA

The City of Atlanta is seeking a Management Analyst for the Department of Grants and Community Development. This role involves performing analytical and data management work related to the department's operations, overseeing federally funded contracts, and ensuring compliance with grant policies and procedures.

Responsibilities

  • Performs specialized analyses of department operations, processes, productivity, and effectiveness
  • Maintains ongoing reporting and analysis systems to provide continuing indicators of department performance and trend analyses
  • Develops specialized reports of department or external trends, developments, issues, etc. for use in strategic planning, goal setting , budget development, etc
  • Participates as a member of department and cross-organization teams to improve processes and productivity
  • Plans and carries out special research or analysis projects as needed
  • Prepares reports and presentations of findings and recommendations
  • Presents to senior department leadership, the Mayor's staff, and/or to Council
  • Determines priorities, work methods, and work timeline in assignments
  • Uses judgment and discretion in developing recommendations
  • Manages a variety of federally funded contracts, including but not limited to HOME, HOME-ARP, CDBG, CDBG-CARES Act, ESG, ESG-CARES Act, HOPWA, and HOPWA-CARES Act, ensuring compliance with grant program policies and procedures
  • Underwrites federal subsidies, providing risk analysis, project management, and oversight for contracts in compliance with federal regulations
  • Participates in monitoring sub-recipients, both desk , onsite, or virtually, to ensure program compliance
  • Works with Financial Analysts to track and manage projects, including program income received
  • Completes assigned HUD training and participates in quarterly sub-recipient training, providing technical assistance as needed
  • Coordinates project management activities, meetings, resources, and information for the PMO team
  • Liaises with Project Managers, internal customers, and directors to define project requirements, scope, objectives , and risks
  • Acts as a point of contact for project status communication and maintains comprehensive project documentation
  • Supports internal programs and special events , providing administrative and logistical support
  • Maintains and updates office documentation, including training rosters, organizational charts, and leave of absence records
  • Coordinates and partners with HR for office vacancies, onboarding new hires, and personnel transactions
  • Oversees training and learning management systems, ensuring training needs are met for office personnel
  • Maintains office performance evaluations and provides suggestions for position modifications as needed
  • Manages Hansen system tasks, including opening, closing, transferring, and creating work orders
  • Conducts Oracle reporting on balances and expenditures and handles invoicing with contractors or vendors
  • Assists in the NOFA/evaluation process by reviewing grant applications and providing detailed feedback
  • Reviews projects for environmental review requirements and assists with sub-recipients' performance and evaluation reports
  • May perform other duties as assigned

Skills

  • Bachelor's degree in related field
  • One (1) year related work experience
  • Knowledge of organizational, financial, and operational analysis
  • Skill in communicating effectively both orally and in writing with department personnel, outside officials, professionals, and the general public
  • Ability to prepare and deliver logical summaries and conclusions related to organizational planning, budgeting, and other advice
  • BA Certification
  • BRMP Certification
  • CBRM Certification
  • Master's degree in Management, Business, or Public Administration or a related field
  • One (1) to three (3) years of progressively responsible professional supervisory, analytical, or consulting experience

Benefits

  • This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval.
  • The hybrid work schedule is subject to change at any time to five (5) days in-person work.
