The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

The opportunity

The Vice-Chairs serve in both advisory and decision-making roles. The Vice-Chairs participate with the Chair in ASC and CSA policy committees and represent the ASC in Canadian and international regulatory organizations. The Vice-Chairs serve on administrative hearing panels and have primary responsibility for making panel decisions and issuing written reasons. In addition, they decide certain applications and provide advice on policy and legislative matters.

This position provides a great opportunity to work directly with the Vice-Chairs, other legal counsel and ASC Members while gaining valuable experience in the practice of securities law and administrative law.

Key responsibilities include

  • Assisting with hearings by providing pre and post-hearing legal assistance, including reviewing materials, researching, analyzing and advising.
  • Attending hearings to provide legal advice and support.
  • Providing specialized legal assistance and advice to the Vice-Chairs on substantive and procedural aspects of administrative law and decision-making in the context of public hearings and applications.
  • Assisting with the preparation of written decisions, including editing and fact-checking as required.
  • Performing research and analysis required to support opinions and advice brought forward by the Vice-Chairs.
  • Assisting with the formulation and amendment of Alberta securities laws and Commission processes, with an emphasis on hearing and decision-making processes.
  • Monitoring legal developments and advising the Vice-Chairs on developments in securities/administrative law and the law of evidence.

The ideal candidate will possess

  • A law degree and membership in good standing with the Law Society of Alberta.
  • A minimum of five years of post-call legal experience in securities law and/or administrative law.
  • A strong work ethic, excellent attention to detail, and an ability to demonstrate strong time-management and organizational skills.
  • Superior skills in legal analysis, research and writing, along with excellent verbal communication skills.
  • Considerable knowledge of, and familiarity with, the law of evidence and the conduct and processes of administrative tribunal hearings or court proceedings.
  • Litigation experience in the administrative law context and/or experience as legal counsel to judges or tribunal adjudicators.
  • Legal experience with corporate and commercial law.
