Job Title Compliance Specialist IV - H1G4XX Description of Job The person hired for this position will need to report to the CDOR Denver Office at 2829 W. Howard Place, Denver, on a weekly basis. Occasional travel is also required to meet with taxpayers, attend training, and attend hearings. The overwhelming majority of in-person meetings are in the Denver Metro Area. The professional in this position reviews all bankruptcy cases filed in the State of Colorado, bankruptcy cases filed in other states that have nexus in Colorado, and bankruptcy cases filed in other countries that have dealings in Colorado. Files correct Proof of Claims with all bankruptcy courts. Monitors and enforces all Colorado bankruptcy plans that are approved by the Federal courts. Attends and questions debtors and debtors attorneys in 341 hearings to clarify CDOR's position in the bankruptcy filings when necessary. Testify in court cases as necessary. Refers bankruptcy issues, questions, or compliance to attorneys at the Attorney General's office. Prioritize assigned cases to determine appropriate enforcement actions. This position is responsible for all Chapter 11, Chapter11 Sub-chapter V, Chapter 13, Chapter 12, Chapter 9, and Chapter 7 bankruptcy accounts assigned to them. This position is responsible for evaluating all assigned bankruptcies filed and determining which cases should be monitored by the Colorado Department of Revenue. This position will then monitor their assigned bankruptcy cases and determine if assessments are required, if balances are filed within the tax years and/or dates to be filed as priority, general secured, general unsecured, or administrative debts in the Proof of Claim filed with the Federal Bankruptcy Courts. This position will be required to attend 341 hearings and appear in court as a witness for CDOR as required. They ensure that the State abides by the Automatic Stay and does not violate this federal law. They understand bankruptcy laws and uphold these rules with bankruptcy discharges and dismissals. Class Code & Classification Description: Compliance Specialist IV - H1G4XX Minimum Qualifications: Experience Only: Seven (7) years of professional work experience in a regulatory or tax work environment that involved interpreting and applying rules, regulations, and/or statutes, or Education and Experience: A combination of related education from an accredited institution in Business Administration, Accounting, or a field of study related to the work assignment and/or relevant professional experience in a regulatory or tax work environment which involved interpreting and applying rules, regulations, and statutes equal to seven (7) years. Preferred Qualifications: The ideal candidate will possess the following skills:

  • Experience working with Bankruptcy Taxation cases
  • Strong understanding of Bankruptcy Code combined with experience interpreting and applying the code to Colorado tax matters
  • Experience filing Bankruptcy proof of claims documents
  • Excellent interpersonal and customer service skills
  • Ability to collaborate with subject matter experts and attorneys
  • Proven ability to work independently and accept supervision
  • Attention to detail, Problem solving, and troubleshooting skills
  • Proven success organizing and tracking workload.
  • Experience with Fast Enterprises Gentax tax software
  • Knowledge of Colorado rules and regulations related to bankruptcy and due process

Conditions of Employment with the CDOR: Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations. Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle. To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:

  • Have an assigned State fleet vehicle
  • Are required to operate a vehicle as part of the position
  • Utilize a State fleet vehicle as a pool vehicle
