The North Carolina Department of Agriculture and Consumer Services is seeking a Financial Analyst to provide financial support and analysis for technology programs. The role involves assisting with budget preparation, financial reporting, and oversight of technology spending, requiring strong analytical and communication skills.

Responsibilities

  • Provide financial support and analysis for technology programs within the Chief Technology Officer Division
  • Assist with basic budget preparation and monitoring
  • Serve as a recognized resource for budget development, financial reporting, rate analysis, cost allocation, and business case evaluations
  • Contribute to oversight of significant statewide technology spending and may support financial components of request for proposal (RFP) processes
  • Review personnel and purchasing requests, analyze expenditures and revenues, and help identify and communicate budget issues
  • Provide advanced analytical support, develop rates, lead complex financial reviews, and present recommendations to program managers and leadership

Skills

  • Possession of a bachelor's degree or higher in any major with at least 12 semester (18 term) credits in one or a combination of the following: accounting, finance, or economics
  • Financial Analyst 9: No specific type or amount is required
  • Financial Analyst 10: One year of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst 9, Accountant 9, or Auditor 9
  • Financial Analyst P11: Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst 10, Accountant 10, or Auditor 10
  • Financial Analyst 12: Three years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst P11, Accountant P11, or Auditor P11
  • Financial Specialist 13: Four years of professional experience equivalent to a Financial Analyst; including two years equivalent to a Financial Analyst P11, Accountant P11, or Auditor P11 or one year equivalent to a Financial Analyst 12, Accountant 12, or Auditor 12
  • Possession of a Certificate in Public Accounting (CPA) may be substituted for one year of Financial Analyst P11 experience
  • Strong communication, customer service, and collaboration skills are essential for working with program staff, agency budget offices, and other stakeholders
